Signatarstaaten sind Belgien, Deutschland, Spanien, Frankreich, Luxemburg, die Niederlande und Österreich, dem Abkommen beigetreten sind bisher Bulgarien, Estland, Finnland, Rumänien, Slowakei und Ungarn.
